The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism. Reporting Lines The incumbent reports to the Assistant Representative in FAO Brazil - Programme. Technical Focus To carry out diagnosis and specialized research on the needs and potentialities of the collaborative processes and institutional articulation of the Executive Secretariat of the MDA, with the objective of proposing methodologies and strategies to improve the coordination of policies and strengthen the engagement of the various actors involved, ensuring greater efficiency in the formulation and execution of public policies aimed at the development of family farming and agroecology. Tasks and Responsibilities - Conduct a facilitation needs assessment - Identify internal demands, map institutional challenges, and pinpoint opportunities for improving collaborative processes within the Executive Secretariat. - Prepare and present the Work Plan - Develop an initial document outlining the methodology, timeline, and strategies for delivering the incumbent outputs. - Produce a technical document with detailed analysis and facilitation guidelines - Systematize the data collected during the assessment and structure strategic recommendations. - Develop a Strategic Facilitation Plan - Define methodological guidelines for meetings, workshops, and collaborative processes, focusing on optimizing communication and decision-making. - Design and deliver training for public servants - Develop and implement a hands-on course on facilitation methodologies, including techniques applicable to institutional routines. - Create a practical facilitation guide - Prepare a structured reference material for the Executive Secretariat, including methodologies, tools, and best facilitation practices. - Prepare and submit the final report with evaluation of results - Systematize the outcomes of the implemented actions and present strategic recommendations for the continuity and improvement of facilitation practices. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING: Minimum Requirements - University degree in in Business Administration, Social Sciences, Psychology, or Communication - Minimum of 5 years of experience in facilitating collaborative processes, conflict mediation, participatory methodologies or conducting strategic workshops - Working knowledge of English and Portuguese - National of Brazil or resident of the country with valid work permit FAO Core Competencies - Results Focus - Teamwork - Communication - Building Effective Relationships - Knowledge Sharing and Continuous Improvement Technical/Functional Skills - Expertise in innovation in the public sector (e.g., digital transformation, service improvement) and use of design thinking in public contexts.
