Description The Commissioning Manager provides leadership for the Project Team, PNM, BRN, as well as vendors and contractors, in delivering the business case. This ensures that the necessary processing areas, sub-areas, systems, and personnel are in place to realize and deliver on the project implementation objectives and Corporate goals. Commissioning is defined as the project stage where all project facilities are tested using ore, reagents, power, water, air, etc., and the load is gradually increased to achieve a predefined level of production for several hours, with all project systems and subsystems operating simultaneously. Once the target is achieved, the project facilities are transferred to Operations, and the Commissioning team assists during the ramp-up of those facilities. Commissioning also includes the preparatory work necessary for the successful implementation and stabilization of sustainable business processes, data, systems, and skills needed to operate the project and realize the business case. The Commissioning Manager makes sure that the project transitions smoothly from construction to operations by safely testing all areas and sub-areas that make up the production unit. Work closely with engineering, procurement, construction, and operations teams to develop testing protocols and lead field activities, ensuring a safe and smooth startup and steady ramp-up. Proactively participate in the definition and implementation of all HS and ESG standards during all stages of the Engineering, Procurement, Construction, and Pre-Commissioning, to ensure the achievement of the Operational Readiness status before commissioning, start-up, and ramp-up stages. Ensure that all commitments to external regulators are met in a timely fashion. Participate in leading, directing, coordinating, supervising, and managing resources and a team of PNM personnel, consultants, and other PNM areas within the framework of the Company's governance, standards, procedures, and practices. Safeguard the interests of PNM and PPN through the integral application of best practices, procedures, and standards established for the management and supervision of the processes, both of PNM and the industry. Ensure the correct execution and technical quality of the work, compliance with budgets and deadlines established for the Project, timely reporting of their work and deviations of any nature, and minimizing possible negative impacts. Prepare technical and economic information of the required quality. Provide support to those who must manage other processes in PNM and PPN. Ensure the delivery of information, supplies, services, and works to develop the Project following the approved schedule, budget, scope, technical definitions, and contractually established agreements. The duties of the position include everything that, by its nature, is required to perform for the proper performance of the position. This involves reviewing all economic, technical, and contractual documentation necessary for properly developing their functions. To have a clear understanding of all activities planned, in development, and completed by all areas of the project team. Develop and implement a detailed scope, specific objectives, and a well-defined strategy for the implementation of the project. Establish project controls and procedures to optimize decision making, documentation, communication, and sequencing and scheduling in the short term. Manage all stakeholders to avoid project disruptions. Guarantee compliance with all legal, statutory, and corporate requirements. Proactively start the commissioning of the future facilities, prepare, and implement a detailed handover plan to guarantee a smooth transition and ramp-up of the different utilities and processing areas. Manage the project team, operational personnel, vendors, and contractors in the implementation of the commissioning plan, systems, policies, procedures, and organisational structures to deliver an effective plant in accordance with the approved business case, including: Develop the commissioning detailed plan based on a structured turn-over package schedule, which will significantly impact plant design, construction planning, operational readiness planning, recruiting, and training of the operations teams, and the overall logistics plan. Perform commissioning risk assessments with the project team, owners, commissioning personnel, vendors, and subcontractors. Implement a comprehensive plan for safety during commissioning. Assist in preparing a detailed Commissioning Procedure, including a detailed schedule to cover all aspects of commissioning according to the project scope, soliciting input from operations, design, vendor, contractor, and construction personnel as necessary. Assist in preparing budgets for Commissioning for inclusion in financial modelling and adequate funding during implementation. Arrange commissioning resources, including testing equipment, raw materials, and utilities, commissioning spares, and agreed manpower from site erection staff, operations personnel, vendors, design personnel, and the erection contractor, to ensure timely and effective completion of the project. Manage commissioning activities within approved schedules and budgets. Monitor and report progress. Provide leadership for the identification, recruitment, and development of resources to deliver the skills for commissioning the assets, including operations, engineering, and construction. Assist in turning over completed systems to operations. Implement systems and data to collect, analyse, and record commissioning. Assist in preparing an overall Commissioning Report detailing all activities, problems, and results during the commissioning period and issue it to the Project Director. Support the effective transition from commissioning to the facilities ramp-up to achieve stable and consistent operations (“steady-state”). Assist in capturing all commissioning modifications on red-line drawings and manuals, and later be converted into “as-built” documents. Prepare and hand over drawings, documents, data, and manuals to the Operations for the facilities start-up, and ramp-up, to operate, and maintain those facilities. Maintain and close out project punch-lists to allow the project to move through pre-commissioning, commissioning, handover, and ramp-up stages and become an efficient operating business. Assist in performing post-commissioning review with various stakeholders to assess the effectiveness of the operational readiness activities. Manage the interface between the project team and the operations team first to execute the field commissioning activities and immediately start-up of the new production areas, facilitating the effective transition from commissioning to production to achieve stable and consistent operations. Assist in reviewing scope changes and engineering design for variations in project value. Monitor the project's progress to ensure compliance with statutory, legal, and other requirements so that all are met. Develop and maintain the organizational capabilities to implement the project. Build a productive working environment based on high levels of collaboration and engagement across all groups within the project and with key stakeholders. Manage team performance to achieve superior results for the individuals and the organization. Provide strategic leadership to contribute to company growth. Continuous monitoring of compliance with the commissioning schedule and budget. Continuous monitoring of compliance with safety and environmental protection standards. Prerequisites Automation, Mechanical, Electrical, Chemical, Metallurgical, or Industrial Engineer. A Project Management or MBA qualification is desirable. Have entirely led the commissioning of processing facilities on at least two occasions, ideally in mineral processing megaprojects. Minimum 15 years of professional experience, at least 10 years for engineering and construction in the mining, oil, and gas or other industrial or infrastructure projects. Ideally, having been trained in Safety Management, Team Leadership, Risk Management, Planning and Controlling, and Incident Investigation. Advanced computer skills in Office packages and relevant management software. Languages: Fluent in English and Portuguese (written and spoken). Flexibility to travel frequently and work on rotation or in remote project locations. A demonstrated commitment to the development and promotion of a safe working culture, especially in locations where the local workforce has had little previous experience in large industrial projects. Sufficient knowledge, experience, and judgement for problem-solving in situations that are not always covered by policy or precedent within the business context. Ability to assign clear accountability and authority for achieving business goals at multiple levels. Comprehensive understanding of metallurgical processes, engineering, and industrial plants assembly and function together with the systems and processes required to control them. Must have highly developed skills in leadership, organization, communication, and problem resolution. Requires complex analysis and technical evaluation guided by precedents. Understanding key technology and technological drivers to optimize outcomes and minimize risk as required by the project. Hands-on management approach with excellent self-management. Proven professional management experience in preparing the commissioning plan and leading its implementation in large industrial projects executed in Latin America (preferably in Brazil). Experience in managing a large, diversified, multi-cultural team with accountability for delivering all commissioning activities defined in the commissioning plan. Workforce of 100 people, involving multicultural teams, both local and international. The typical footprint of project activities is higher than 300 hectares. Flexibility to travel frequently and to work in a remote location in an undeveloped area.
