Result of Service
- The Local Manager reports to the Head of Brazil Office. He/She shall duly and timely perform his/her obligations, under this Term of Reference. The consultant will work in close collaboration with the UN-Habitat’s operational and technical teams.

- Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean - ROLAC - is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. To expand the programme and seek support to work with the challenges of reducing urban poverty and integrating all segments of the population into the fabric of the city, UN-Habitat is a partner of Instituto Pereira Passos (IPP) of the Municipality of Rio de Janeiro (PCRJ) in the implementation of the Social Territories Programme. To respect, protect and achieve rights and build a fairer and more equitable city, the Social Territories Programme aims to identify the most vulnerable urban population of the city of Rio de Janeiro, better understand their living conditions and promote a specialized support to integrate them into public registries, the network of basic services and the municipal urban fabric. The Social Territories Programme has been implemented, since 2019, first in large favela complexes (Alemão, Chapadão, Cidade de Deus, Lins, Maré, Pedreira, Penha, Jacarezinho, Rocinha and Vila Kennedy), and currently in larger scale throughout the city. To properly continue the Social Territories Programme’s implementation, a Local Manager is required to support field research activities in designated areas of the city. Report to UN-Habitat Manager The Local Manager reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Local Manager will support the implementation of the programme, and its activities, with the following responsibilities: a. Implement active search work plans in the field, ensuring the completion of daily questionnaire quotas. b. Provide support in entering new territories, closing ongoing research in designated territories, and managing everyday fieldwork activities. c. Provide support during meetings with municipal public agencies and departments and ensure all measures needed to optimize fieldwork are executed according to their instructions. d. Oversee fieldwork, compliance with Safer Access protocols, and usage of electronic equipment, uniforms and Personnel Protective Equipment (PPE). e. Report any intercurrences in the field and implement safety protocols as outlined in Programme’s guidelines. f. Report daily on research development in the field with statistics on every designated territory under his or her scope. g. Check research software daily and report any intercurrence that might impact the progress of the research. h. Support on the design of the best strategies to implement the Programme’s fieldwork methodology, notably door-to-door surveying and the achievement of mínimal area coverage. i. Provide logístical, organizational and personnel support in local events, visits to individual families, among others. j. Maintain professional and cordial relations with the Programme’s counterparts. k. Disseminate updated information about the Programme within designated territories. l. Ensure that the Programme's technical activities within the purview of his or her function are aligned with the Agency's and its counterparts' quality expectations. m. Perform other duties which may be requested. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor.
