THE POSITION
Working alongside the FIFA Zurich (FZ) Workforce Management team and reporting into the FIFA27 executive director and to the FZ Head of Workforce Management, the Head of Workforce is responsible for leading the Workforce Management department in delivering and supporting the right people, in the right positions, at the right time.
This position plays an integral part in ensuring a successful Tournament through the implementation and delivery of a successful Workforce Management functional area that supports FIFA27 across pillars of Workforce Planning, Recruitment & HR, Payroll & Labor Relations, Workforce Experience, Workforce Operations, Uniforms and Office Management.
KEY RESPONSIBILITIES
Strategic Leadership:
* Serve as a trusted advisor to the FWWC2027 leadership team and FZ Workforce Management on workforce & human resources strategy.
* Shape and implement workforce structures and processes that support tournament readiness and long-term organisational goals.
* Lead, develop, and motivate the FIFA27 Workforce Management team, ensuring clarity of roles, accountability, and delivery of all planning and operational milestones.
Human Resources:
* Manage all human resources functions including payroll, labor relations, recruitment, performance management, employee relations and grievance handling in close collaboration with FIFA Zurich People & Culture.
* Hold ultimate responsibility for compliance with Brazilian labor laws, international regulations, and FIFA internal policies and support the delivery of efficient and accurate payroll & benefits processes for all FIFA27 staff members.
* Oversee HR & labor relations, performance management, and grievance handling, acting as the escalation point for complex HR or labor issues.
* Collaborate with FZ Workforce Management and across all functional areas to ensure that all planned roles are recruited and filled with qualified personnel across all FIFA27 and FIFA Zurich workforce types.
* Drive a culture of diversity, inclusion, and excellence across the workforce.
* Support the HR function in leading initiatives to enhance employee engagement and satisfaction.
Workforce Operations:
* Oversee all workforce operational services during tournament time, ensuring seamless delivery across venues and functional areas.
* Work with key stakeholders to ensure the delivery of all critical workforce services at tournament-time including accreditation, transport, uniform distribution, catering, accommodation and workforce support services.
* Ensure service-level agreements are met for workforce and act as the escalation point for operational issues.
* Coordinate closely with Venue Management teams to guarantee workforce readiness and smooth execution of match-day operations.
* Drive workforce experience initiatives pre-tournament and during tournament time, including recognition programs and well-being support.
* Oversee uniform strategy & operations including policy development, eligibility matrices, procurement, and distribution.
* Manage uniform budgets and ensure timely delivery in collaboration with FIFA Zurich counterparts.
Workforce Experience:
* Manage and implement the workforce experience strategy, working with teams responsible for all elements of full workforce journey, from recruitment and onboarding to communication and engagement activities.
* Oversee reward and recognition programs to celebrate employee contributions, and support the organisation of social events during tournament-time to foster team spirit.
* Drive employee well-being and engagement initiatives to maintain morale and deliver a positive, memorable experience.
Workforce Planning & Delivery:
* Support the execution of workforce planning for all tournament phases, ensuring alignment with organisational structure and budget.
* Support the development of workforce approval processes, including change management and approval/sign-off in collaboration with FIFA Zurich.
* Maintain workforce dashboards and reporting tools to track key workforce metrics such as headcount, budget utilization, recruitment metrics, HR & DEI people data.
Budget & Risk Management:
* Monitor workforce budgets and cost centers, ensuring accurate forecasting and financial accountability throughout the project lifecycle.
* Maintain an active risk register, identify potential issues, and implement mitigation strategies or escalate as necessary.
Stakeholder Collaboration:
* Coordinate with internal functional areas (e.g., Travel, Accommodation, Transport, Accreditation) and external partners to align workforce services with tournament requirements.
* Maintain strong integration and communication with FIFA Zurich Workforce Management to ensure seamless collaboration and knowledge transfer.
YOUR PROFILE
* Minimum 8-10 years' experience in a comparable role within Workforce Management or HR in an international, fast-paced environment, complex project, preferably in the events and/or sports industry.
* Strong knowledge and experience in local employment legislation operations and leading and managing a human resource or Workforce department in a Brazil based organisation.
* Proficient in MS Office (Excel, Word, PowerPoint, Visio & Project) planning software and online collaboration tools.
* Experience and familiarity with establishing and managing multiple teams and projects within the Workforce Management and HR environment.
* Knowledge and demonstrated ability in event planning and event project management, prioritize effectively, and work independently.
* Ability to provide examples where excellent client service skills and the capacity to facilitate the needs of multiple business units has served you well in your career to date.
* Strong communication skills, both written and verbal.
* Demonstrable adaptability and examples of where you've acted as a facilitator and/or negotiator.
* Strong attention to detail, demonstrate initiative and a strong focus on providing a high level of service.
* A team player, willing to work to tight timelines.
* Positive attitude, patience, and persistence.
* Experience working within a multicultural and or multinational organization.
* Right to work in Brazil.
* Fluent in English (spoken and written)
* Fluent in Portuguese (spoken and written)
* Ability to re-locate to Rio de Janeiro until the end of the Tournament.
