OverviewNational and International Call for 01 Post-Doctoral Scholarship (PD) in the Area of Public Policies in Rural Settlements of the National Agrarian Reform Program (PNRA).Postdoctoral (PD) Fellowship Opportunity This fellowship is linked to the research project titled “Improvement of the monitoring and evaluation system of the National Agrarian Reform Program\'s Installation Credit Policy” (process 2024/14958-6). The project is coordinated by Professor Dr. Joelson Gonçalves de Carvalho and funded by the Public Policy Research Program (PPPP) of the São Paulo Research Foundation (FAPESP).
Project descriptionThe project aims to improve the monitoring and evaluation (M&E) system of the Installation Credit Policy for beneficiaries of PNRA, a policy financing basic goods, production systems, and income-generating projects for families in rural settlements, quilombola territories, and sustainable use conservation units. The postdoctoral fellow will participate in the co-production and execution of the research across five phases over three years to disseminate knowledge, adjust implementation processes, and improve the public policy under analysis.
Objectives and phasesPhase 1 – Planning and Initial Diagnosis: bibliographic research on public policy analysis (policy approach, analysis and policy cycle), document analysis of secondary data, and semi-structured interviews with INCRA managers.Phase 2 – Data collection and analysis: gather and systematize quantitative and qualitative data on credits (especially Fomento Jovem), and interview farmers and technical staff from public administration or partner entities.Phase 3 – Building and reviewing the M&E model: develop the monitoring and evaluation model, identify key criteria and indicators.Phase 4 – Model validation: assess limits and potential for applying the model at the federal level, with meetings with INCRA HQ and SR-08.Phase 5 – Normative instruction: assist in drafting the Normative Instruction regulating Monitoring and Evaluation within PNRA.

MethodologyThe approach combines policy analysis and implementation contingency analysis, integrating quantitative and qualitative techniques. Quantitative methods include data organization in spreadsheets/databases, descriptive statistics, and statistical tests. Qualitative methods include interviews, field observations, transcription, coding, content analysis, and interpretation within the theoretical framework.
