Job Highlight Provide strategic oversight and quality assurance for global e learning and capacity building initiatives supporting nature-based development.Coordinate with UNDP, UNOPS teams, and external vendors to ensure timely, high-quality delivery of digital learning products.Support the design and implementation of scalable capacity building approaches aligned with the Global Biodiversity Framework.Engage with a global portfolio operating across multiple regions and partners, influencing learning approaches at scale.About The Group UNOPS has signed an agreement with the United Nations Development Programme (UNDP) to implement the project activities for the Global Programme on Nature for Development.UNDP's Global Programme on Nature for Development brings together three different initiatives -- the Equator Initiative, the National Biodiversity Initiative, and the Global Forest Initiative (New York Declaration on Forests Global Platform) under one program in order to identify, foster, showcase and celebrate nature-based solutions that help achieve the 2030 Agenda for Sustainable Development at local, national, and international levels. The work of the Global Programme on Nature for Development contributes to UNDP's Strategic Plan by charting sustainable development pathways through the conservation, restoration and sustainable management of biodiversity and ecosystems; and by promotinginclusive and effective democratic governance in the area of natural resources.Role Purpose Under the supervision of the Senior Technical Manager, the Capacity Building Specialist E Learning will support the planning, coordination, and oversight of e learning and capacity building initiatives under the Global Programme on Nature for Development. The role focuses on ensuring the strategic alignment, quality, and effectiveness of digital learning products and capacity development activities delivered through external service providers and partners.The incumbent will advise programme teams on learning approaches, oversee vendor delivered outputs, support monitoring of learning outcomes, and contribute to strengthening the governance and consistency of capacity building efforts across the programme. The position supports the broader objective of enabling countries and stakeholders to implement ambitious biodiversity and nature related commitments through effective, high quality learning and knowledge solutions.Functions / Key Results Expected Provide guidance on e-learning and capacity building approaches across programmesEnsure alignment of learning initiatives with UNOPS policies, corporate learning standards, and partner prioritiesProvide technical support to programme teams in selecting appropriate learning modalities, delivery approaches, and sequencing.Review and validate learning designs, curricula, and digital learning products developed by vendors and consultantsEnsure compliance with adult learning principles, accessibility standards, and quality benchmarksProvide technical feedback and recommendations for improvement throughout the learning lifecycleSupport the management and coordination of external vendors, consultants, and service providers delivering learning productsReview terms of reference, deliverables, and workplans related to learning activitiesMonitor progress against agreed outputs, timelines, and quality standardsProvide oversight of learning management systems and digital platforms used for deliveryReview platform usage data, learning analytics, and performance metricsAdvise on platform improvements and optimization in coordination with technical teamsSupport learning needs assessments and capacity development strategiesOversee monitoring, evaluation, and reporting of learning outcomes and impactContribute to continuous improvement of capacity building approachesLiaise with subject matter experts, partners, and internal teams to ensure relevance and consistency of learning initiativesDocument lessons learned, good practices, and recommendations for future learning programmesFacilitate high-level learning events and coordination meetings as requiredEducation Requirements RequiredA Master's degree preferably in international relations/development, communication, sustainable development, economics, environmental management/sciences, law, social/political science, economy, finance, business and management, education or other closely related fields aligned with natural resource management is required.DesiredFirst level university degree (Bachelor's or equivalent) in combination with 2 additional years of relevant experience may be accepted in lieu of an advanced university degree.RequiredExperience Requirements A minimum of five (5) years of working experience on at least one of the following topics at a conceptual or practical level is required: environment, nature, natural resource management, programme management, biodiversity/climate change; human/civil/indigenous/women's rights; e-learning, digital learning programmes, capacity building initiatives, public information, civil society engagement and education.Even though the level of the position is indicated as IICA-2, depending on the incumbent's personal situation (candidate with national ID or resident permit), a local fee scale (LICA-10) might be applied in determining the contractor's fee.
