ZTE is looking for Regulatory Affairs & Product Certification Manager
Role Purpose
We are seeking a senior Regulatory Affairs & Product Certification Manager to act as the single owner and authority for all Anatel regulatory compliance and product certification activities in Brazil.
This role is critical to ensuring the company’s ability to import, commercialize, deploy, and operate telecommunications products in the Brazilian market, while enabling speed-to-market, commercial competitiveness, and long-term regulatory sustainability.
This is a high-impact individual contributor role with end-to-end ownership, strong interaction with Global HQ, and direct influence on revenue, deployment, and customer trust.
Key Responsibilities
Own and manage the full lifecycle of Anatel homologation and product certification activities, including planning, execution, publication, maintenance, renewals, and amendments.
Act as the single point of accountability with Anatel, OCDs (Designated Certification Bodies), and accredited laboratories.
Define and execute regulatory strategies per product family, balancing compliance, cost efficiency, risk mitigation, and time-to-market.
Coordinate and validate all regulatory and technical documentation, including test reports, declarations of conformity, manuals in Portuguese, and technical files.
Assess the regulatory impact of hardware, firmware, RF, and configuration changes, enforcing regulatory gates and blocking deployments when compliance is at risk.
Ensure strict alignment between certified configurations and field-deployed products, SKUs, and software versions.
Support Sales, Pre-Sales, Post-Sales, and Supply Chain with regulatory validation for RFPs, RFQs, imports, and network deployments.
Maintain an audit-ready regulatory repository and manage interactions with Anatel during audits, inspections, and formal inquiries.
Monitor homologation validity dates and proactively manage renewals to prevent service disruption or import blocks.
Continuously improve certification lead time, cost efficiency, and regulatory predictability through optimization strategies.
Cross-Functional & Global Collaboration
Interface directly with Global Regulatory Affairs, R& D, Product Engineering, Test & Certification, Supply Chain, Legal, and Commercial teams.
Translate global product roadmaps and engineering changes into Brazilian regulatory requirements and execution plans.
Act as the internal regulatory authority and trusted advisor on Brazilian telecommunications regulations.
Required Qualifications
Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, Electronics Engineering, or a related technical field.
Minimum of 8 years of experience in regulatory affairs, product certification, or compliance within the telecommunications industry.
Proven hands-on experience with Anatel homologation processes, especially for Class III (network infrastructure) equipment.
Strong understanding of RF fundamentals, EMC, electrical safety, and telecom network technologies (RAN, MW, IP, Optical, CPE).
English as primary working language is mandatory; Portuguese fluency is required; Advanced Mandarin is desirable.
Ability to operate autonomously with strong ownership, sound judgment, and assertive decision-making.
