Description of Duties / Organizational Context
The position involves managing a Pan American Foot-and-Mouth Disease Center and Veterinary Public Health entity. It requires providing leadership on public health principles implementation and technical cooperation.
Maintaining harmonious and effective collaboration with national and international administrations, non-governmental organizations, philanthropic institutions, academia, and private organizations is essential. The successful candidate must cultivate close professional relationships with Brazilian Authorities in accordance with the agreement signed by the Government of Brazil with PAHO.
They will follow broadly stated guidance in terms of policy and mission of the Organization. This role has authority to establish guidelines for major programmatic activities and Center's management operations addressing complex problems involving internal and external stakeholders.
This position will act as prime advisor to discuss VPH and One Health policy issues directly coordinating with the Assistant Director area of One Health.
Responsibilities include leading technical cooperation on Veterinary Public Health for FMD elimination, food safety, antimicrobial resistance prevention, control/elimination of zoonotic diseases, and envenomation. They will direct, manage, plan, organize, implement, and evaluate programs necessary to achieve aims and objectives.
This includes field interventions, research, training, and dissemination of information. Technical expertise and leadership in food safety and control/elimination of FMD and zoonotic diseases are required.
The role also involves advising inter-programmatic work across the Organization to ensure efficient use of resources alignment with biennium work plans and strategic priorities. Management and administration of the Center ensuring alignment with Strategic Plan, Biennial Work Plans, UNDSS security requirements, and business continuity planning are key responsibilities.
This position oversees technical cooperation strengthening national and international disease information and surveillance systems on FMD, foodborne, and zoonotic diseases. Directing technical cooperation for national laboratories strengthening and international laboratory networks coordination including reference services is part of this role.
Human and financial resource mobilization in support of national programs cooperating with member states designing and evaluating project proposals is also required. Serving as Secretary of COSALFA and REDIPRA, planning meetings, presenting at international events, and providing leadership to staff in a multicultural environment are additional responsibilities.
Promoting ethical behavior and integrity aligning with PAHO Code of Ethical Principles and Conduct is essential. Providing a stable managerial framework advising Member States' institutions in areas of expertise performing other related duties assigned are final key points.

Education Qualifications

Experience
Thirteen years progressively increased responsibilities national international management experience designing planning executing evaluating technical cooperation public animal health; involvement international technical cooperation programs activities veterinary public health One Health; experience FMD food safety zoonoses epidemiological surveillance international level.
Languages
