Result of Service - The development and implementation of the OPCC’s communication strategy should solidify its positioning, enhance its reputation, and expand the reach of its content—including data and analysis. The goal is to increase the OPCC’s visibility and strengthen its presence and impact in international forums and dialogue spaces on climate change and just transition, ultimately supporting greater climate ambition in Latin America and the Caribbean through legislative action. - Work Location - BRASILIA - Expected duration - 180Responsibilities: - The Parliamentary Observatory on Climate Change and Just Transition (OPCC) brings together parliamentary leaders from Latin America and the Caribbean (LAC), with the objective of promoting interparliamentary cooperation to strengthen climate change and just transition legislation in the region. Through the exchange of experiences and information sharing, the OPCC seeks to increase climate ambition and ensure that its members — currently over 20 parliamentarians from various countries in the region — unite in support of effective actions. More information is available at: opcc.cepal.org In 2025, the OPCC has planned two major activities, which will be key for communications planning: the II Parliamentary Summit on Climate Change and Just Transition in Latin America, to be held in Brasília in August; activities during COP30, which will take place in Belém do Pará, Brazil, from November 10 to 21. The consultant will be responsible for designing, coordinating, implementing, monitoring, reviewing, and evaluating the communication strategy of the Parliamentary Observatory on Climate Change and Just Transition (OPCC) in 2025, as well as executing various communication and visibility activities, including content creation, development of communication tools, and coordination with the press and social media. During the contract period, the communication specialist shall carry out the following activities: 1. Development of an Integrated Communication Strategy: The consultant will be responsible for the design, development, and implementation of an integrated communication strategy for the OPCC, with a focus on the two major milestones in 2025: the II Parliamentary Summit on Climate Change and Just Transition of Latin America and the Caribbean, to be held in Brasília, and the OPCC’s participation in COP30, in Belém. This strategy should guide content creation, engagement with different target audiences, parliamentarians and technical actors’ mobilization, as well as the institutional articulation of the OPCC’s image and public voice in both regional and international contexts. Expected deliverables for this activity may include, but are not limited to: - A communication diagnosis that considers the OPCC and ECLAC’s institutional assets, target audience analysis (internal and external), existing channels, and gaps in reach and impact; - An implementation schedule for the communication strategy throughout the contract period; - Definition of key messages, institutional tone, and strategic positioning aligned with the OPCC’s values (such as just transition, sustainable development, multilateralism, democracy, and sustainability), adaptable to different audiences and channels; - Content plans tailored to different audiences (parliamentarians, technical staff, media, general public, experts, etc.) in three priority languages: Portuguese, Spanish, and English; - Internal and external communication flows, including the creation of direct and dynamic channels between the OPCC/ECLAC team and parliamentarians and their staff to promote institutional alignment, efficient coordination, and content dissemination; - Proposed social media engagement actions for parliamentarians, either through OPCC/ECLAC accounts and/or the social media of participating parliamentarians; - A media relations plan including narrative development, spokesperson preparation, press release dissemination, interview arrangements, and media coverage strategies for OPCC activities and events; - A strategy to engage parliamentary staff and interested stakeholders through legislative and thematic updates; - A communication impact monitoring and evaluation plan with quantitative and qualitative indicators, enabling continuous strategic adjustments and performance reporting. The strategy should also position the OPCC as a regional reference in the production and dissemination of content on climate change and just transition. All actions must be aligned with the OPCC's institutional planning and reflect the program’s key activities for the year, including updates to the Legislative Monitor, preparatory events, training initiatives, and high-visibility international events (Summit and COP30). Moreover, the strategy should enable collaborative work with other consultants and ECLAC technical teams, ensuring transversal coordination, cohesion, and efficiency in implementation. 2.
