- The Consultant will be responsible for developing all issues related to public finance and economic topics, a cross-cutting theme for the preparation of the PGIRS and PMSB of São Paulo. The Consultant's initial objective is to support the diagnostic stage by collecting information and data inherent to the management of municipal public revenues and expenses, the sources of financial resources and the public budget of the city of São Paulo, together with the UN-Habitat team. He/she will also propose economic and financial alternatives to promote the solutions foreseen in the PGIRS and PMSB. Based on the proposed solutions, the Consultant will establish, together with the team, an action plan and targets to achieve the defined objectives. The Consultant shall be paid upon presentation and approval by the National Officer for Brazil of activities' report related to below mentioned products. The Consultant will work in close collaboration with the Programme Coordinator, the operational and technical teams of UN-Habitat offices in Rio de Janeiro, as well as with the local project team, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

- Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitat’s Regional Office for Latin American and the Caribbean - ROLAC - is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. As part of a partnership with the Municipality of São Paulo, the project includes the revision of the Municipal Solid Waste Plan (PGIRS) and the elaboration of the Municipal Sanitation Plan (PMSB). In order to properly implement this project, an Economic Sciences and Public Finance Consultant is required to ensure that both plans incorporate a sustainable and efficient approach to public finance and economic variables. Report to UN-Habitat Manager The Economic Sciences and Public Finance Consultant reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment Under the overall supervision of the Office Country Coordinator and the Programme Coordinators, the Consultant will be responsible for delivering the three (3) following products in the expected delivery date: Product 1: “Work Plan” Description Prepare a document that presents the Work Plan regarding the object, stages and products of the consultancy, whose main objective is to gather information and outline solutions and targets regarding the initiatives implemented in the city of São Paulo that will be part of the preparation of the PGIRS and PMSB. The Work Plan must contain, at a minimum: - Detailed scope of the deliverable products, focusing on the stages and related activities;
- Details of the information and data required to develop the work;
- Schedule of activities and delivery dates;
- The flow of review and approval of the products. Expected Completion Date 15 (fifteen) days after contract signature. Product 2: “Structural diagnosis of management of municipal public revenues and expenses, the sources of financial resources and the public budget of the city of São Paulo linked to solid waste management and other sanitation axes.” Description Developing a report containing the following contents, as a result of the activities of: - Survey and characterization of municipal revenues linked to environmental and sanitation issues, considering the diversification of sources, analysis of collection rates and revenue growth. - Survey and characterization of municipal expenses related to environmental and sanitation issues, considering the composition of expenses, the efficiency of public spending and the commitment of revenue. - Identification of investments made and planned in the ar
