Result of Service - The Safer Cities Consultant reports to the Head of Brazil Office and OiC for Southern Cone Office. He/She shall duly and timely perform his/her obligations, under these Term of Reference. The consultant will work in close collaboration with the UN-Habitat’s operational and technical teams. - Work Location - São Gonçalo, Brazil - Expected duration - Three (3) monthsResponsibilities: - Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean - ROLAC - is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. Through a partnership with the Municipality of São Gonçalo, Brazil, to strengthen the urban management structure of the municipality to plan and implement public policies that accelerate the localization of the Sustainable Development Goals (SDGs), UN-Habitat is setting up the project named “São Gonçalo 2030: Strengthening the planning and management of the Municipality of São Gonçalo to build a more sustainable and safer city, that leaves no one and no territory behind". As part of this project, a Participatory Territorial Analysis including an Urban Safety Perceptions Assessment Report and an Urban Safety and Prevention Strategies Report will be conducted to analyze, from the community’s perspective, the socio-spatial factors and local dynamics that shape public safety perceptions. The Participatory Territorial Analysis adopts an intersectional and multidisciplinary approach to assessing public spaces, encompassing two key stages: a Participatory Safety Perception Survey, guided by the principles of Crime Prevention Through Environmental Design (CPTED) and Women's City Workshops, based on Women's Safety Audits and adapted from UN-Habitat’s Safer Cities Programme. This participatory methodology fosters an integrated assessment of public spaces in two selected communities in São Gonçalo. It aims to inform public policies and support effective local initiatives aligned with community needs and global sustainability agendas. The consultancy includes in-person activities required in the designated territories. These on-site activities include facilitating workshops, interviews, and focus group discussions with the local community and stakeholders, ensuring the participatory nature of the Participatory Territorial Analysis. To properly implement the Participatory Territorial Analysis, a Safer Cities Consultant is required. Report to UN-Habitat Manager The Safer Cities Consultant reports to the Head of Brazil Office and OiC for Southern Cone Office, who will evaluate him/her. Responsibilities The Safer Cities Consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Develop a detailed work plan aligning with the project’s schedule. b) Learn about the Women's City Workshops methodology to propose adaptations to the processes, questionnaires and other necessary materials. c) Develop and provide supporting documents and materials to facilitate participatory activities. d) When necessary, organize and carry out field trips to the territories for participatory activities. e) Organize and facilitate workshops, discussions, and other participatory dynamics with community and stakeholders, with the support of the UN-Habitat team ensuring alignment with project timelines and objectives. f) Maintain a well-organized and accessible file system for all collected data (interviews, surveys, observations, workshops). g) Assist in developing a georeferenced database for organizing public space information. h) Participate in other key participatory activities and meetings, as necessary. i) Present findings to local partners for validation, summarizing results, proposals, and recommendations. j) Develop urban safety strategies based on CPTED, and gender perspectives, aligned wi
