Description Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. With 175 member states, a further 8 states holding observer status and offices in over 100 countries, IOM, the UN Migration Agency, is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Brazil is a Member State of IOM since 2004. IOM in Brazil is working with the Ministry of Social Development, Family, and Fight Against Hunger (MDS) in implementing the Social Assistance System Protection Force (FORSUAS) in the context of national-level disasters, concerning the protection and assistance to the migrant population for reason of disasters. This contract falls within the scope of developing the Ministry's capacities for timely and effective response, through the provision of methodological solutions related to the human resources strategy aligned with emergency needs. Regarding the presented IOM-Government initiatives, under the overall supervision of the Chief of Mission and the direct supervision of the Project coordinator, the staff hired under this Term of Reference will support the administrative activities and field actions of FORSUAS. Under this component, IOM seeks to strengthen cooperation with the Government of Brazil to advance social assistance systems, human rights protection and inclusive public policies for vulnerable populations, especially migrants. Nature of the contract: Strategic Management and Governance Support. The staff will be responsible for the Support of the Strategic Coordination and the Governance of the Protection Force of the Unified Social Assistance System (FORSUAS). The responsibilities of these positions encompass the formulation and implementation of action plans and objectives, the alignment of management goals with the work team, the liaising with partner institutions, and the execution of field activities, as well as administrative support to the execution of this activities and data summarizing and visualization about the executed activities. In particular, the person will have the following responsibilities Responsibilities 1. Coordinate institutional articulation between Roraima and Brasília to ensure the effective follow-up of demands, operational flows, and intersectoral actions; 2. Lead thematic working groups to strengthen operational processes, define strategies, and enhance coordination within the social protection network; 3. Organize and deliver training sessions and awareness-raising activities on the Unified Social Assistance System (SUAS), promoting capacity-building and the dissemination of good practices; 4. Support the logistical coordination and integration of Venezuelan migrants and refugees, with a focus on shelter, relocation (interiorization), and the promotion of self-reliance; 5. Monitor escort teams during movements related to relocation (interiorization) flights, ensuring compliance with operational procedures and protection standards; 6. Coordinate with registration teams and the shelter vacancy management unit to support referrals, accommodation arrangements, and the organization of the humanitarian reception network; 7. Monitor service delivery flows and identify operational bottlenecks, proposing adjustments to improve efficiency and coordination; 8. Ensure that meetings, decisions, and follow-up actions are properly documented, communicated, and implemented in a timely manner; 9. Monitor sheltering conditions, referral pathways, and access to opportunities that support the autonomy and socioeconomic inclusion of migrants and refugees; 10. Oversee the organization, availability, and updating of shelter vacancies and related referral mechanisms within the reception network. Qualifications Required Qualifications and Experience EDUCATION School diploma with four years of relevant experience; or, Bachelor’s degree in Social Sciences, Humanities, International Relations, Law, or related fields from an accredited academic institution with two years of relevant professional experience. EXPERIENCE Experience in liaising with Brazilian government agencies, national and international institutions, United Nations agencies, and non-governmental organizations; Experience working with Brazil’s National Social Assistance Policy and the service network of the Unified Social Assistance System (SUAS); Experience working with legislation and regulatory frameworks related to social rights and the protection of specific population groups, including refugees and migrants, children and adolescents, women, older persons, persons with disabilities, and Indigenous peoples; Experience in coordination and articulation with the social assistance network (SUAS); Proven ability to work effectively with local authorities, stakeholders, and populations of concern.
