ZTE is looking for The Technical Project Specialist – Data Center / IDC is a hybrid technical delivery and project execution role, responsible for supporting end-to-end delivery of Integrated Data Center (IDC) / Mission Critical E& M projects, from bid support and estimation through planning, site execution, commissioning, acceptance, and handover.
This role operates in a matrix organization, with no direct people management, and acts as a technical project owner at execution level, coordinating internal teams and external contractors to ensure scope, schedule, cost, quality, safety, and acceptance objectives are met.
Key Responsibilities
Project Delivery & Execution Support end-to-end project delivery for Data Center / IDC E& M projects, including electrical and HVAC scope. Translate bid assumptions into execution plans, schedules, and acceptance criteria. Coordinate site execution activities in alignment with approved scope, schedule, and quality standards. Bid Support, Estimation & BOM Support bidding and pre-sales activities with technical inputs. Prepare or validate cost estimations, Bill of Materials (BOM), and delivery assumptions. Provide technical and execution inputs to protect project feasibility and margins. Planning & Schedule Control Develop and maintain baseline project schedules (e.g., MS Project, Primavera or equivalent). Track progress, critical path, risks, and deviations, proposing corrective and mitigation actions. Site Coordination (Matrix Environment) Coordinate technical activities across engineering, supply chain, quality, HSE, finance/contracts, and external vendors/subcontractors. Ensure alignment on scope, cost, schedule, quality, safety, testing, and acceptance readiness. Act as a technical focal point during execution, without direct people management. Quality, HSE & Regulatory Compliance Support and verify compliance with HSE, site safety, and quality requirements. Ensure adherence to applicable Brazilian Regulatory Standards (NRs), including NR-10 (Electrical Safety) and NR-35 (Work at Height), according to project scope. Support audits, inspections, and closure of non-conformities. Commissioning, Acceptance & Handover Coordinate commissioning and acceptance readiness, including punch lists, test evidence, and acceptance documentation. Support preparation of as-built documentation and handover packages to customers. Cost Control & Collections Interface
Track execution cost drivers and efficiency.
Support payment milestone and collections readiness by ensuring technical and acceptance deliverables are completed in line with contractual requirements. Process Improvement & Digital Tools Support implementation and continuous improvement of IDC delivery processes, controls, and reporting. Promote use of digital tools for planning, reporting, and documentation control. Stakeholder & Customer Interface Act as a technical interface with customers, internal stakeholders, and partners. Support customer satisfaction through transparent communication and execution discipline.
Required Qualifications 3+ years of experience in Data Center (IDC) / Mission Critical infrastructure project delivery, or equivalent experience in critical electrical or HVAC construction projects with site exposure. Proven experience supporting project execution and customer acceptance in construction or mission-critical environments. Bachelor degree in Electrical Engineering, Mechanical Engineering, Telecommunications Engineering, Industrial/Production Engineering, or related fields is preferred. Technical/technologist degrees may be considered with strong hands-on experience in mission-critical environments.
English : Advanced ( mandatory ) – spoken and written. Portuguese : Fluent ( mandatory ). Mandarin Chinese and/or Spanish: nice to have. Solid knowledge of electrical systems or HVAC for data centers or mission-critical facilities. Ability to read and interpret technical drawings, site documentation, and specifications. Experience with Auto CAD or equivalent CAD tools. Strong understanding of project delivery, execution tracking, risk and issue management, and acceptance preparation. Basic contract and scope awareness related to milestones, deliverables, and acceptance criteria.
Advanced English (spoken and written). Strong communication and coordination skills in multi-stakeholder environments.
Mobility
Willingness to travel domestically and occasionally internationally.
Preferred / Nice to Have MBA or Postgraduate degree in Project Management, Operations, or Engineering. Experience in large-scale or international data center projects. Familiarity with commissioning and testing of mission-critical facilities. Experience with MS Project, Primavera, advanced Excel, or reporting tools. Exposure to documentation control, including change logs, punch lists, and handover documentation. Knowledge of HSE practices in construction or critical environments.
